A good way to increase referrals is to make a splash page containing all your programs, put a banner of the program and then a short bulleted list of features such as payout level, referral levels and percentages, any extra stuff you can do to earn with it etc.

Then advertise that in your programs and traffic exchanges, the click through rate is a lot higher than having a very detailed webpage, keep it nice and simple.
